Bal's resource management and environmental practice focuses on providing advice to industry and infrastructure providers.

His clients include companies involved in bulk water and waste water, the energy sector, land transport obligations and the dairy and quarrying sectors. more

Bal also represents airports and airline companies and port companies. Bal has experience in other aspects of Local Government law, such as road stopping, rating and development contributions, liquor licensing and with compulsory acquisition processes under the Public Works Act. He has had considerable environmental litigation experience at Council level and in the Environment and High Courts.

Bal has been a partner with the firm since 2005.

Transaction Experience

  • Advising Westfield in its successful negotiations with Transit New Zealand about the proposed $150 million replacement Newmarket Viaduct section of State Highway 1 and Westfield's proposed $200 million retail development, as well as seeking approval of Westfield's retail development. 
  • Advising a developer in its negotiations between, and securing the agreement of, Rodney District Council and Transit New Zealand in respect of a new $90m bulk retail centre in Warkworth, Rodney District. 
  • Successfully obtaining resource consents from the City Council and Regional Council on a non-notified basis for Works Infrastructure authorising the construction and operation of a substantial new asphalt manufacturing plant in Auckland. 
  • Providing strategic advice for and leading several large scale infrastructure and commercial projects from the conceptual stage through to obtaining consents. 
  • Considerable experience in development projects, relating in particular to air discharges, wastewater, bulk water and coastal projects. 
  • Advising on many district and regional planning matters for a wide range of clients including processing industries, infrastructure providers, ports, subdivisions, marina, quaries, airports and retail. 
  • Providing advice on proposed legislation, including the most recent round of proposed amendments to the Resource Management Act 1991. 
  • Providing advice on the National Environmental Standards relating to certain point source air discharges and landfill gas emissions. 
  • Advising on a range of commercial litigation matters including product liability, shareholder and franchisee disputes and rent review arbitrations.
